CARE Georgia seeks a Program Manager for an anticipated Swiss Agency for Cooperation and Development (SDC) funded three-year project in Georgia to take a leading role in the development of agriculture (especially livestock related), disaster risk reduction market development and good governance in order to address the livelihoods needs of the host country nationals. The Program Manager will lead the inception, planning and implementation of the project, overseeing all aspects (programmatic, financial, administrative, personnel). H/She will ensure that all project interventions are of a high quality and lead to measurable, expected impact. This includes, but is not limited to, overseeing the annual work-plans preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the Monitoring and Evaluation systems are being used to provide timely management information. The Program Manager will also ensure that all project resources are being used efficiently, effectively and transparently towards meeting project objectives. H/she will also undertake monitoring visits and will ensure that the project coordinates closely with government officials, other NGOs and potential partners. More particularly, the Program Manager will be responsible for liaising on a regular basis with donor representative to keep them abreast of the progress on the project implementation. Also, h/she will ensure that key documents are timely submitted and approved by SDC, including regular financial and narrative reports. He/she will develop and implement national staff development plans in line with CARE and the project objectives so that national staff is increasingly developing local capacity. Qualifications: * Fluency in English required; Proficiency in Russian or Georgian languages an advantage * Prior SDC or EU funded project experience * 7+ years experience in senior management or equivalence to Program Manager/Team Leader * 10+ years experience combination in a rural development field particularly with livestock/animal husbandry focus * Prior experience in a post Soviet region * Relevant advanced degree Highly qualified candidates will have demonstrable experience with good governance, disaster risk reduction and value-chain related activities.
