  Title: Contract/Auditing Manager Location: Aurora , CO Compensation: DOE Position: SUMMARY OF JOB PURPOSE: Directs the preparation, submittal and negotiation of overhead rate proposals. Provides support to senior management, Contracts Group, regional administrative staff and project and proposal managers regarding audit issues, systems improvement and policy changes. Serves as direct interface with the firm’s Government and other client auditors.   KEY DUTIES: 1. Directs the preparation, submittal and negotiation of overhead rate proposals with federal, other governmental and commercial clients for company, including the home office   2. Ensures that Federal overhead rate submissions are compliant with company policy, the firm’s CAS disclosure statement, FAR and CAS.   3. Keeps senior management and the Vice President of Contracts and Procurement apprised of current and potential audit issues and recommends and/or develops solutions and policy changes to mitigate the financial impact on the firm.   4. Serves as liaison with directors and managers of various corporate functions to improve systems, evaluate policy changes to minimize audit risk and ensure compliance with Federal rules and regulations.   5. Monitors changes in government contract cost regulations to determine the impact on company accounting practices. Recommends necessary changes to the firm’s accounting practices and overhead rate structure.   6. Serves as the primary interface with the firm’s cognizant Government auditors regarding incurred cost, systems, pre-award and post award audits. Provides guidance and direction to audit staff who respond to the auditor’s requests to ensure that responses are timely and comprehensive.   7. Serves as direct interface with the firm’s cognizant Administrative Contracting Officer regarding audit issues and overhead rates.   8. Serves as the primary interface with the firm’s client auditors. Coordinates with business group leaders, project managers and contract administrators during the audit. Provides guidance and direction to audit staff assigned to client audits to ensure that responses are timely and comprehensive.   9. Directs audits and desk reviews of the firm’s subcontractors in response to requests from Program/Project Managers or Contract Administrators.   10. Manages the Contracts Data Base System which is the firm’s mechanism for briefing Federal Government prime and subcontracts.   11. Manages the Audit Support Group which, among other things, pulls documents to support client and internal audits, maintains contract and subcontract files, briefs contracts, and maintains the files for the Contract Audit G      Qualifications: EDUCATION: Bachelor’s Degree (accounting or related field) Multiple bachelors and advanced degrees (i.e., masters) can be substituted one for one for years of experience. JOB EXPERIENCE: 10 years of directly applicable experience. SPECIALIZED SKILLS:   Advanced knowledge of the Federal Acquisition Regulation (FAR) cost principles. Strong knowledge of Cost Accounting Standards (CAS). Advanced knowledge of generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS) and Government auditing standards. Demonstrated ability to effectively manage staff and multiple assignments. Advanced financial and cost analysis capabilities. Strong computer skills (i.e., spreadsheets, databases). Excellent verbal and written communications skills. Strong people and team-building skills. Strong financial and business management skills. CPA, CMA or CIA strongly preferred.
