Chief Information Technology Officer Alexandria Renew Enterprises Job at WEF

Alexandria, Virginia, The Chief Information and Technology Officer (CITO) provides strategic direction and management oversight to the Department of Information Technology and ensures implementation of the AlexRenew Board of Directors’s and CEO’s goals, policies, and performance expectations. In addition to departmental responsibilities, the CITO serves as the knowledge leader in a mission-critical function of AlexRenew which supports technology in all other AlexRenew operations. The CITO applies advanced management principles in overseeing a department that has a critical impact on AlexRenew and its ratepayers. The CITO exercises strategic and visionary thinking that has long-term organization-wide application and impact; develops and implements programs critical to AlexRenew; and exercises control and review of multiple functions, divisions and significant resources. The CITO is responsible for program outcomes and results in the Department of Information Technology. These programs may have an impact on the procedures and processes of other departments within AlexRenew.  Officers provide strategic direction; exercise strategic and visionary thinking having long-term organization-wide application and impact; develop, interpret, direct, and implement programs critical to AlexRenew; and exercise control and supervision of multiple assigned functions, departments, and significant resources. Responsibility crosses multiple functional units within the organizations comprising a designated portfolio. The CITO has responsibility for portfolio-wide outcomes, including operations, maintenance, compliance, safety and security and sustainability.    The CITO supervises management, professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
Essential Duties & Responsibilities: 

Provides guidance and support to departments, program managers, and directors; provides management and operational guidance; supports CEO by planning, controlling, coordinating, and monitoring activities of assigned portfolio; reviews, evaluates, and recommends policies and practices.  30%
Serves as a member of top management planning and decision team; attends, directs, and participates in other necessary meetings.  25%
Coordinates strategic plans, initiatives, and other actives with CEO to ensure proper intra-organization coordination on activities and projects.  20%
Addresses correspondences in-person and electronically; interacts with City staff, the community and other public bodies as required by portfolio.  15%
Assists in setting the direction of their portfolio areas and preparing for the future.  10%
Perform other duties as assigned.

  Qualification Requirements:

Education and/or Experience:

Bachelors Degree in public administration, information technology, or a field directly related to information technology preferred; Master’s degree in a field directly related to information technology preferred. An equivalent combination of training and experience (as approved by the CEO) may be used to meet the minimum qualifications of the classification.
Ten (10) years of progressively responsible related experience that includes significant management and supervisory experience desired.

Knowledge (some combination of the following):

Applicable federal, state, and local codes, ordinances, statutes, and laws pertaining to Information Technology.
Technical aspects of the various areas of the department.
AlexRenew and departmental policies, procedures, and rules.
Computer programs such as Microsoft Office Suite.
Electronic databases and related software applications such as predictive analysis software and crime analysis software.
Financial management.
In-depth knowledge of focus area and department.
Operating processes.
Planning principles.
Policies and procedures in area of information technology.
Project management.

Physical Demands:
The physical demands described here are representative of those that an employee may perform on an occasional to regular basis while performing functions of this job.  A detailed Physical Demands Analysis is available in Human Resources and a copy will be provided to all incumbents in this position.
While performing the duties of this job, typical of office work, include lifting up to 10 pounds, and minimal pushing or pulling.
Work Environment:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Environmental conditions necessitate following strict safety guidelines and use of Personal Protective Equipment.
While performing the duties of this job, the employee performs work indoors in a climate controlled environment, with outdoor trips between buildings.  Infrequently perform work at construction sites or in operations areas of the facility subject to noise, odor, dust, etc.
