Baltimore, Maryland, Manager, Business Operations - (2000013H) The University of Maryland School of Medicines Department of Psychiatry has an opening for a Business Operations Manager in the Division of Child and Adolescent Psychiatry. The Business Operations Manager is responsible for managing the day to day operations: Finance (FIN), Human Resources (HR) and Payroll (FINPR), Purchasing (SSAS), Research Administration (REA), and Facility Planning (FAC). The manager will provide supervision to support staff and also functions as an advisor and administrator of business operations. They will be responsible for analyzing and resolving business operations issues and needs; interpret policies; provides quality control to operations; execute business plans and procedures; and demonstrate solid subject matter knowledge. The mission of the Division of Child and Adolescent Psychiatry is to support the positive development of children and wellness of families. As child mental health experts, our focus spans from prevention strategies that promote resilience to innovative treatments that address complex and serious behavioral health concerns. Our faculty include expert clinicians and scientists who are leaders in child mental health clinical care, research, and training. Essential Functions Propose and execute functional standards of operations, policies, procedures, processes, and protocols to ensure compliant, effective, and efficient operations. Implement campus policies, procedures and programs, and ensures are compliant with Federal, State, and local policies, procedures and regulations by developing training, leading group meetings, and creating informational materials. Manage short- and long-term department planning and projects outcomes. Accountable for success of short- and long-term projects that increase the operational efficiency and effectiveness of the department. Manage the day-to-day operations and responsible for hiring and retaining staff, career coaching, professional development, and performance management of direct reports. Ensures work completion within schedule and constraints. Manages the lifecycle research administration process from development, review, and submission through the post-award stage. Identifies, develops, and implements procedures/practices to ensure research administration goals and objectives are met while complying with University, federal, state, and sponsor rules and regulations. Conceptualizes, develops, and provides ongoing training and education to the department or school to increase institutional knowledge related to grants and contracts. (RES) Manage the finances for department to support strategic initiatives which includes developing, monitoring, analyzing, forecasting, and reporting on the annual budget, as well as managing effort reporting and funding profiles. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. Identify, investigate, and resolve trends and variances. (FIN) Manages all aspects of the department payroll, such as establishing appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Generates reports for the general ledger and reconciliation, and oversees the administration of payment. Works closely with Financial Services-Payroll to ensure proper reconciliation and payroll compliance (FSPR). Manage procurement for department to support strategic initiatives which includes developing, monitoring, analyzing, forecasting, and reporting of expenditures. (SSAS). Assist leadership with setting strategic HR goals and objectives. Manage units HR to ensure optimum efficiency, interpretation, and compliance with appropriate federal, state, local, and USM, UMB, and school policies. Ensure HR data is accurate and identify inaccuracies and errors and takes appropriate action to rectify. Apply and communicate HR policies and practices and problem resolution support and escalates to campus HR as needed. Collaborate with HR in analyzing trends and is responsible for monitoring, tracking, and ensuring compliance. Oversees the performance assessment compliance ensuring submission is timely processed. (HR) Responsible for all department facility management of space allocation and layout, communication services, furniture, fixtures and equipment design, and planning of facility expansion and/or modification. Work with Facilities Management to ensure efficient and appropriate facility renovations and upgrades. (FAC) Performs other duties as assigned. Qualifications Education: Bachelors degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field. Masters preferred. Experience: Five (5) years of business related experience to position required, with at least two (2) years experience in at least two of the following: human resources and payroll, finance, facility operations, or research administration. Supervisory Experience: Two (2) years of direct management responsibilities that involves personnel recruitment, training, and professional development related to position. Knowledge, Skills, and Abilities Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently. Accomplishes responsibilities by applying specialized and theoretical knowledge, principles, and concepts of a professional discipline normally acquired through advanced education or specialized training. Resolves issues and significant matters on behalf of management by utilizing independent judgment, discretion, creativity, and analytical thinking. Contributes to development and evaluation of goals and objectives. Creates solutions to ensure legal and policy compliance. May supervise, mentor, or coordinate work of others (positions that supervise are responsible for service delivery, quality assurance, and employee performance). May independently manage or administer programs, processes, projects, or resources. Applies in-depth, senior level knowledge, concepts, principles, and skills. Wide latitude in decision making to interpret unclear or inadequate guidelines. Supervisor and employee collaborate to develop goals and objectives. Confers with supervisor only on controversial or far reaching matters. Proactively resolves broad and unique matters requiring sophisticated analysis and interpretation. Acts as resource to others. The Hiring Range for this position is in the low $80,000s to low $90,000s, commensurate with education and experience.
